Residency Program Director

R. Eugene Bailey, MD, FAAFP is an Associate Professor and Board-certified in Family Medicine.

Dr. Bailey practices full scope family medicine including obstetrics and sees patients at our Community Campus site. Dr. Bailey has clinical interests in family-centered maternity care, travels to Central America yearly for global health, is Team Physician for the Syracuse Crunch, AHL affiliate to the NHL Tampa Bay Lightning and has a special interest in evidence-based medicine.

Dr. Bailey is currently the Program Director for the Family Medicine residency program and precepts both residents and medical students. He is guest lecturer for the LeMoyne Physician Assistant program, Advisory faculty for ALSO (Advanced Life Support in Obstetrics), and adjunct faculty for the MCEF (Medical Care for the Entire Family) program, Keiju Medical Center, Nanao, Japan.

Dr. Bailey graduated medical school from Upstate Medical University and did his residency at University of Rochester Family Medicine Residency program, Rochester, New York.


Maryanne Arienmughare

Dr. Arienmughare is Board Certified in Family Medicine and Fellowship trained in Obstetrics. She practices full spectrum outpatient Family Medicine, treats patients of all ages and sees patients at Community Campus and the T5 Camillus location once a week. Her clinical interests include newborn care, prenatal and postpartum care, women's health procedures and chronic disease management and prevention. Dr. Arienmughare also precepts medical students and Family medicine residents in our clinical sites.

Dr. Maryanne Arienmughare graduated medical school from Thomas Jefferson (Sidney Kimmel) Medical College in Philadelphia and did her training at the Cleveland Clinic Family Medicine Residency and Obstetrics fellowship at the University of Alabama in Huntsville, Alabama.

Dr. Finn is Board-certified in Family Medicine. Dr. Finn practices full spectrum outpatient Family Medicine, excluding obstetrics, treating patients of all ages and sees patients at our Community Campus. She is particularly interested in child health, women's health, and patient-centered chronic disease management and prevention. She has a special interest in partnering with those patients who are most vulnerable in our community to find creative solutions to their barriers to health.  Dr. Finn also currently precepts third year medical students in our clinical sites and teaches in the recurring lecture series for the Family Medicine clerkship students. In addition, she serves as the Family Medicine Specialty Advisor for the medical university.

Dr. Finn graduated from SUNY Upstate Medical University and did her training at Jefferson Family and Community Medicine residency in Philadelphia, Pennsylvania.

Dr. Greenwald is board certified in Family Medicine. Dr. Greenwald treats patients of all ages and sees patients at our Community Campus site. His hospital practice is limited to newborn care.  Dr. Greenwald clinical interests include musculoskeletal problems and managing chronic conditions. Dr. Greenwald currently precepts third year medical students in his office practice and teaches first year students as Co-Director for the Musculoskeletal course

Dr. Greenwald graduated medical school from SUNY Upstate Medical Center College of Medicine in Syracuse, New York and did his residency at University of Minnesota Department of Family Practice and Community Health, Fairview and St. Mary’s Hospitals, Minnesota.

Igor Kraev, MD is an Assistant Professor and board certified in Family Medicine. Dr. Kraev practices full scope family medicine, treating patients of all ages and sees patients at our Community Campus site. Dr. Kraev has particular clinical interests in integrative medicine and wellness. Dr. Kraev also currently precepts third year medical students in our clinical sites and teaches teach second year medical students clinical skill in our Practice of Medicine courses Dr. Kraev graduated medical school from Moscow University of Medicine and Dentistry and did his residency at St. Clare’s Hospital Family Practice Residency Program.

Dr. Powers is an Assistant Professor and Board Certified in Family Medicine. She cares for patients of all ages in the outpatient setting at our Community Campus site and additionally cares for hospitalized adults at the Community Campus site. She has particular interests in women's health and patient-centered chronic disease management and wellness promotion. She supports our Rural Training Track for Family Medicine residents and precepts medical students and residents.

Dr. Powers graduated from SUNY Upstate Medical University and completed her residency at the University of Rochester Medical Center in Rochester, NY.

Ashley Shtoyko

Ashley earned her Doctor of Pharmacy degree from the Albany College of Pharmacy and Health Sciences in 2019. She completed a PGY1 Pharmacy Practice residency (2019-2020) and PGY2 Ambulatory Care Pharmacy residency (2020-2021) at SUNY Upstate. Following the completion of her PGY2, Ashley accepted a position with the ambulatory care pharmacy team at Upstate. Through this position, she formally established pharmacy services in the Family Medicine clinics at the Upstate Downtown and Community Campus locations. She is a collaborative drug therapy management (CDTM) qualified pharmacist in the state of New York and holds board certifications in pharmacotherapy and advanced diabetes management.

Along with her clinical responsibilities, Ashley enjoys being involved in the education of pharmacy and medical residents. She provides both formal and informal education to the Family Medicine residents and helps support them with any medication-related needs during their clinic sessions. She is also a preceptor for the PGY2 Ambulatory Care, PGY2 Geriatrics, and PGY1 Pharmacy Practice residency programs.
